Brian Gerlach was named “Project Controls Manager of the Year” by a former employer. He has also been a guest lecturer at the University of Cincinnati,

Xavier University, University of Toledo and Bowling Green State University. In 2003, he was selected to be a member of the first beta test group (1 of the

first 14 people world-wide) for the Planning & Scheduling Professional certification test by the Association for the Advancement of Cost Engineering (AACE

International). He has also prepared various papers covering a variety of project management topics including: construction claims, project scheduling,

and project controls. In 2002, he prepared the CPM construction specification that is still in use by the Ohio Department of Transportation (ODOT). In

2008-2009, he developed the master work breakdown system (WBS) and CPM scheduling specification utilized by the District of Columbia Department of

Transportation, and has developed numerous project control systems, processes, and training materials for projects in excess of $300 million (USD). He

has the ability to work both independently and collaboratively as required and has excellent written, inter-personal, and verbal communication skills. Mr.

Gerlach has published numerous articles and presented numerous papers on various project controls, cost engineering, and other subjects.

He has over 25 years of extensive experience and expertise in program/project management with a special emphasis on project control functions

(scheduling, cost engineering, estimating, document control) including: critical path method (CPM) scheduling, project planning and scheduling, progress

monitoring/reporting, project engineering, construction management and project oversight, contract administration, program/project management, cost

estimating, field engineering, cost engineering, cost accounting, project systems engineering, contract administration, and computer applications.

Mr. Gerlach also provides project management services to support clients involved in various types of construction claims and dispute resolution including:

the preparation and/or review of construction claims arising from delays, disputed changes, and time related costs (Forensic delay and analysis

preparation), detailed CPM delay analyses, damage calculations, and productivity impacts/losses, specification compliance analyses, cost estimates,

litigation support including the preparation, analysis and resolution of contract disputes, and surety litigation consulting including: surety payment and

performance bond claims and administration, and the re-let and completion of disrupted projects on USACE, DOE, DOD, GSA, NASA, USN, and USCG

projects and has been assigned to various projects in Alaska, California, Connecticut, Delaware, District of Columbia, Florida, Indiana, Illinois, Kentucky,

Louisiana, Maryland, Michigan, Missouri, Nevada, New York, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, Washington, West Virginia, Puerto

Rico, and Argentina. These projects have included: transportation/heavy civil projects (Roads, bridges, mass transit, and parking structures), industrial

(Energy recovery plants, and steel mills), commercial (hi-rise, and other buildings), institutional, municipal, and others. In 2004, Mr. Gerlach founded

interfaced with subcontractors, contractors, and owners, developed/maintained schedules, responsible for interpreting & complying with plans &

specifications, quality control, identified out-of-scope work, and prepared & negotiated claims for extra costs and time extensions for several projects

including: the Washington Sheraton Hotel, Department of Justice Tenant Build-out (1331 Pennsylvania Avenue), United House of Prayer for All People, and

the Jewett House. Responsible for the design of numerous electrical projects located in the Washington, DC metropolitan area (See separate project list).

Served as a Project Engineer for numerous commercial buildings and several hospital projects including: Fairfax Hospital, Mount Vernon Hospital,

Washington Hospital Center, and the National Hospital for Orthopedics and Rehabilitation. Fairfax Hospital was awarded the ABC “Project of the Year”

award for 1994. Mr. Gerlach developed, defined, organized, and implemented the use of computer-aided drafting for a company that had not used

computer-aided drafting previously. Started the AutoCAD Department, and prepared standards and procedures as well as as-built, submittal, and shop

drawings for various projects. Mona was the first subcontractor to submit as-built and permit drawings in AutoCAD format in the Washington, DC area.

Began as a Cost Estimator/Cost Engineer and progressed rapidly through to the management level while accumulating valuable construction experience

as a Field Engineer and Office Engineer. While in the Life Safety Group, Mr. Gerlach successfully passed the test for his Master Electrician’s License.

specifications, identifying out-of-scope work, and preparing & negotiating claims and other ad-hoc analyses as required for several construction projects

within the project campus in Silver Spring. Also, provided construction management field and office oversite for other building renovations in the

Washington, DC metropolitan area.

Planning/Scheduling Engineer

HCI CPM Consultants, Inc., Gaithersburg, MD

1990 - 1992

Responsible for the preparation and maintenance of project schedules for multiple construction projects located in Maryland, Virginia, California and

Washington, DC. Most of these schedules were cost and/or resource loaded. Maintained project schedules including: updating, logic revisions, time

impact analysis (TIA) of changes, weather impacts, and other delays as well as “what if” analyses. Prepared detailed CPM schedule analysis for several

construction claims. Negotiated with the local transportation authority on the contractors’ behalf to reduce liquidated damages for several projects. Typical

projects consisted of utility contracts, bridge and roadway projects, water and wastewater treatment plants, and several industrial projects. Also, prepared

the proposals with cost estimates for new claims and scheduling assignments.

Planning/Scheduling Engineer

1988 – 1990

Responsible for the preparation and maintenance of over 30 construction schedules on a monthly basis; several exceeding 4,000 activities. Maintained

project schedules throughout the project life cycle including: updating, logic revisions, time impact analysis (TIA) of change orders/delays, weather delays,

etc. Prepared contractor/subcontractor manpower plans/forecasts, cash flow projections, and “what if” analyses of alternate scenarios in support of project

management efforts. Most of these schedules were cost and/or resource loaded. Successfully negotiated on the contractors’ behalf with the owner for a

30 workday compensable time extension, only a month into a 28-month project. As a Field Engineer, reviewed daily construction work activity progress

and noted project deficiencies/delays for upper management review. Projects were located in Maryland, Pennsylvania, New York, Delaware, Virginia,

Florida, Illinois, and Washington, DC and consisted of water and wastewater treatment plants, schools, tenant build-outs, roadwork, parking structures, and

mass transit facilities. Also, created and implemented an estimating system to bid new scheduling assignments.

Office Engineer

As an Office/Field Engineer saved Marriott millions of dollars in additional change order costs by proactively recognizing potential problems and initiating

proposed solutions to mitigate potential delays and additional costs for two Courtyard by Marriott Hotels in Maryland. Reviewed the contractor's

applications for payment, processed/reviewed shop drawings, reviewed material quantity surveys, and measured subcontractor production. Also,

responsible for the creation of the original project schedules and the review of subsequent progress updates.
